No. Ohio's current law does not provide for non-residents to get an Ohio license.
Ohio's new law requires you to be a resident of the State and County before you can be issued a license, but you may APPLY at any time. You will not be issued a license until you meet the residency requirements.
Even if you own land in Ohio, you must establish residency to obtain a concealed carry license in Ohio.
