Will military members not currently residents of Ohio but stationed on permanent duty in Ohio qualify? |

Probably not. We can not answer this question with complete confidence that we're correct, however the question here hinges on residency. If an applicant in this position is not officially a resident of Ohio, then they can not apply for a license. (If you have a license or permit from another state that is eventually recognized by Ohio, that may be your only option)
Sec. 2923.125 D(1):
(a) The applicant has been a resident of this state for at least forty-five days and a resident of the county in which the person seeks the license or a county adjacent to the county in which the person seeks the license for at least thirty days.
