Does ORC 4749.10(C) say a licensed PI can carry concealed without a CCW license? |

NO! -- the language reads as follows:
(C) Nothing in this section prohibits a private investigator or a security guard provider from carrying a concealed handgun if the private investigator or security guard provider complies with sections 2923.124 to 2923.1213 of the Revised Code.
The license for a PI to carry a fiream (openly) clarifies that carrying concealed is illegal. Paragraph (C) is saying that, if a licensed PI also obtains a concealed carry license as described in 2923.124 through 2923.1213 and "complies" with those sections, then nothing in 4749.10 shall prohibit the individual from carrying a concealed firearm.
