No. All training must be within the last three years for initial applications, and within the last six years for renewals. All training of this type is defined above in great detail.

The following provides additional detail from the Attorney General's office:

If your discharge occurred within the past six years, you could get an exemption based on your service. You must have received an honorable discharge. The statute does not specify that your military experience include handguns.
