Yes. Our interpretation of the law so far has come to this conclusion: An NRA Certified Instructor in good standing can teach the material to potential applicants, but the same NRA Certified Instructor's history of training probably doesn't meet the requirements of the concealed carry law. Therefore, most NRA Instructors will need to work with others to make sure they take a class that covers all of the required course material, and they must be given a pamphlet by their instructor. This and other questionable areas of the training may require a clarification by the Attorney General, which may be delivered to Sheriffs in the form of a binding opinion.
