House Bill 12 is the piece of legislation (a bill) introduced in the Ohio House of Representatives by Representative Jim Aslanides on January 28th, 2003. The bill was modified heavily by the Senate, under pressure from Gov. Taft, and finally signed into law January 8, 2004.
