No. Under no combination of events, loaded or unloaded, may a person have a gun in a concealed holster in a car.
R.C. 2923.16 specifically spells out the methods of carrying a loaded firearm for persons with a CHL. Carrying unloaded firearms in automobiles is also addressed in this section of the FAQ.
