Preliminary News: Updated: (@ 3:00am) We've been told the following amendments to the legislation (pdf)have been supposeldy accepted by the committee:
No CCW in any church (Rep. Jerse D-Euclid)
Exempt Churches who decide to allow it (Rep. Grendell)
The previous version of the bill banned the existing practice of employees in dangerous occupations being able to use that as an affirmative defense by specifically outlawing it while leaving the affirmative defense intact. We were told this was a snafu, and it was removed Wendesday. (fixed)
We originally thought the bill banned the possession of a concealed defensive firearm in all eating establishments. We've now clarified that this is limited to any liquor establishment because the committee "couldn't figure it out". Thats what happens when you start banning arbitrary places like bars and church.
The training requirement of "live fire" has been modified to some yet unknown extent (see below). The original language was undefinable.
REMINDER: The sub-committee working on substitute HB274 will hold a special 9:30am meeting on Thursday to continue discussions. We are told Rep. Ed Jerse has "a bunch" of anti-gun amendments which will be offered. More can happen in the coming hours and we expect the bill will possibly be moved to the full committee. HC5 deals with CCW in a court house to allow any officer to accept guns not just the sheriff, the line 932 problem corrected, definition of a restaurant added.
HC8 corrected the spelling of the word investigation
HCA Changes the 4 hours trigger time on training to 4 hours safety, gun handling, firing demonstrations, and shooting or words to that effect
HC6B making the language of reasons to revoke a license parallel with granting
HCB no CCW in any place that serves alcohol an exception added that the owner may with a CCW license and any employee he authorizes who has a CCW
HCF one from Ed Jerse disability from CCW for Domestic Violence Restraining Order
HC45PI another from Ed Jerse Adds Churches, Mosques, Synagogue ect to prohibited places. This was further amended by Rep Grendell to let a
Church ect post CCW ok.
HCG Private employer's parking lot: if an employer disapproves of CCW you can leave a gun in your car. There was a confusing discussion
of committee members about locked boxes to transfer to trunk.
